Tercatat sebagai Ketua Umum BIVB adalah Mr. Syamsudin yang kemudian diteruskan oleh putra pejuang wanita Dewi Sartika, yakni R. Di Bandung pun saat itu pun sudah berdiri perkumpulan sepak bola yang dimotori oleh orang- orang Belanda yakni Voetbal Bond Bandung .
